Title: AN AIRBUS 320 WAS DISPATCHED IN NON COMPLIANCE WITH THE R WING FUELING PANEL NOT LATCHED CAUSING DAMAGE TO THE LEADING EDGE SLAT.
Narrative: DURING SLAT EXTENSION, A FUEL PANEL DOOR OPENED. DURING SLAT RETRACTION, IT WAS JAMMED CAUSING DAMAGE.
