Narrative:
Aircraft X was wbound at FL390. He was at hayden, co, lander questioning lower. Aircraft Y was an eastbound overflt at FL370. Aircraft X was given a descent clearance to FL350. Conflict alert activated and aircraft X's descent was stepped at FL380. Traffic on the sector had been building and there was about 15 aircraft in the sector at the time of the occurrence. Another traffic situation was being dealt with as this error occurred. The sector was too busy to be manned by 1 person.

Title: ARTCC RADAR CTLR ISSUES A DSCNT CLRNC TO A WBOUND PVT JET THAT CONFLICTS WITH AN EBOUND ACR A321 IN LEVEL FLT.
Narrative: ACFT X WAS WBOUND AT FL390. HE WAS AT HAYDEN, CO, LANDER QUESTIONING LOWER. ACFT Y WAS AN EBOUND OVERFLT AT FL370. ACFT X WAS GIVEN A DSCNT CLRNC TO FL350. CONFLICT ALERT ACTIVATED AND ACFT X'S DSCNT WAS STEPPED AT FL380. TFC ON THE SECTOR HAD BEEN BUILDING AND THERE WAS ABOUT 15 ACFT IN THE SECTOR AT THE TIME OF THE OCCURRENCE. ANOTHER TFC SIT WAS BEING DEALT WITH AS THIS ERROR OCCURRED. THE SECTOR WAS TOO BUSY TO BE MANNED BY 1 PERSON.
