Narrative:
Orh ground control issued a clearance to 'taxi to runway 29' (the active runway). The taxiway to the departure point was not specified by the controller and the one we took crossed the active runway. We taxied across runway 29 as we incorrectly assumed that we were cleared to do so as we were not given any 'hold short runway 29,' instruction. Reference to aim 4-3-18 indicates that we were incorrect as only inactive runways may be crossed with such a clearance. This situation would not have arisen if we had been issued with a 'hold short' instruction, as this removes any doubt whatsoever at the point at which we should stop the aircraft.
Original NASA ASRS Text
Title: INSTRUCTOR AND STUDENT ARE CLRED TAXI TO ORH RWY 29. TAXI RTE NOT SPECIFIED AND FLC CROSS ACTIVE RWY.
Narrative: ORH GND CTL ISSUED A CLRNC TO 'TAXI TO RWY 29' (THE ACTIVE RWY). THE TXWY TO THE DEP POINT WAS NOT SPECIFIED BY THE CTLR AND THE ONE WE TOOK CROSSED THE ACTIVE RWY. WE TAXIED ACROSS RWY 29 AS WE INCORRECTLY ASSUMED THAT WE WERE CLRED TO DO SO AS WE WERE NOT GIVEN ANY 'HOLD SHORT RWY 29,' INSTRUCTION. REF TO AIM 4-3-18 INDICATES THAT WE WERE INCORRECT AS ONLY INACTIVE RWYS MAY BE CROSSED WITH SUCH A CLRNC. THIS SIT WOULD NOT HAVE ARISEN IF WE HAD BEEN ISSUED WITH A 'HOLD SHORT' INSTRUCTION, AS THIS REMOVES ANY DOUBT WHATSOEVER AT THE POINT AT WHICH WE SHOULD STOP THE ACFT.
