Narrative:
Pick up 6, an airport vehicle, requested to cross all runways at taxiway C, a midfield taxiway, from the west side to the east side of the airport. I had intended for pick-up 6 to hold short of runway 32L at taxiway C, because of bonanza traffic on final for that runway. Local control advised me that a vehicle was crossing runway 32L at taxiway C. I then had instructed pick-up 6 to expedite across runway 32L, bonanza traffic on a 1/2 mi final. Pick-up 6 advised me that he was told to hold short of runway 32R at taxiway C. Upon further review of the tapes, I did instruct pick-up 6 to hold short of runway 32R at taxiway C. No loss of separation had occurred. During this situation, I had a number of things going on at the same time. I had to call for release to ZMP, other aircraft requesting to taxi, issuing clrncs, and an operations supervisor attempting to brief me on a taxiway closure. It was very distraction and no way did he ensure that I was off the frequency or not coordinating with others to complete his briefing. I had to ask him once again, 'what was the closure and restr?'

Narrative: PICK UP 6, AN ARPT VEHICLE, REQUESTED TO CROSS ALL RWYS AT TXWY C, A MIDFIELD TXWY, FROM THE W SIDE TO THE E SIDE OF THE ARPT. I HAD INTENDED FOR PICK-UP 6 TO HOLD SHORT OF RWY 32L AT TXWY C, BECAUSE OF BONANZA TFC ON FINAL FOR THAT RWY. LCL CTL ADVISED ME THAT A VEHICLE WAS XING RWY 32L AT TXWY C. I THEN HAD INSTRUCTED PICK-UP 6 TO EXPEDITE ACROSS RWY 32L, BONANZA TFC ON A 1/2 MI FINAL. PICK-UP 6 ADVISED ME THAT HE WAS TOLD TO HOLD SHORT OF RWY 32R AT TXWY C. UPON FURTHER REVIEW OF THE TAPES, I DID INSTRUCT PICK-UP 6 TO HOLD SHORT OF RWY 32R AT TXWY C. NO LOSS OF SEPARATION HAD OCCURRED. DURING THIS SIT, I HAD A NUMBER OF THINGS GOING ON AT THE SAME TIME. I HAD TO CALL FOR RELEASE TO ZMP, OTHER ACFT REQUESTING TO TAXI, ISSUING CLRNCS, AND AN OPS SUPVR ATTEMPTING TO BRIEF ME ON A TXWY CLOSURE.
