Narrative:
Were given 'into position and hold' on the runway, immediately followed by a takeoff clearance 'give me a tight turn...' to 180 degrees of present heading was included. 'Military helicopter 3 NM off end of runway.' we then delayed the takeoff by having the tower controller specify left or right turn. We accepted the clearance. Upon reaching 400 ft AGL, the turn was commenced as a TCASII TA was received, followed immediately by a TCASII RA of climb. We complied immediately with the RA and a 'clear of conflict' was announced within seconds. It appeared the target helicopter was on an approach to the opposite runway. The clearance pushed the limits of safety and we should have refused it. The tower was advised of the RA. We were then told to contact departure. The flight continued to a safe landing.
Original NASA ASRS Text
Title: CL65 EXECUTES TCASII MANEUVER ON TKOF DUE TO OPPOSITE DIRECTION MIL HELI ON APCH TO BTR.
Narrative: WERE GIVEN 'INTO POS AND HOLD' ON THE RWY, IMMEDIATELY FOLLOWED BY A TKOF CLRNC 'GIVE ME A TIGHT TURN...' TO 180 DEGS OF PRESENT HEADING WAS INCLUDED. 'MIL HELI 3 NM OFF END OF RWY.' WE THEN DELAYED THE TKOF BY HAVING THE TWR CTLR SPECIFY L OR R TURN. WE ACCEPTED THE CLRNC. UPON REACHING 400 FT AGL, THE TURN WAS COMMENCED AS A TCASII TA WAS RECEIVED, FOLLOWED IMMEDIATELY BY A TCASII RA OF CLB. WE COMPLIED IMMEDIATELY WITH THE RA AND A 'CLR OF CONFLICT' WAS ANNOUNCED WITHIN SECONDS. IT APPEARED THE TARGET HELI WAS ON AN APCH TO THE OPPOSITE RWY. THE CLRNC PUSHED THE LIMITS OF SAFETY AND WE SHOULD HAVE REFUSED IT. THE TWR WAS ADVISED OF THE RA. WE WERE THEN TOLD TO CONTACT DEP. THE FLT CONTINUED TO A SAFE LNDG.
