Narrative:
Other aircraft appeared on TCASII at 6-7 mi at 12 O'clock position, showing 1300 ft above us and descending. TCASII told us to descend. I did, and turned slightly to the right. We had been level at FL240. I went to about FL232 before we could talk to center. They told us to continue descent to FL220. This was not an near midair collision. I believe it happened due to high rate of descent of the target aircraft as he went to FL250.

Title: ALT HDG TRACK DEV BY AN A320 PIC WHEN OPPOSITE DIRECTION TFC DSNDS ABOVE AND AHEAD OF HIS FLT WITH A HIGH RATE OF DSCNT 30 MI SE OF DJB, OH.
Narrative: OTHER ACFT APPEARED ON TCASII AT 6-7 MI AT 12 O'CLOCK POS, SHOWING 1300 FT ABOVE US AND DSNDING. TCASII TOLD US TO DSND. I DID, AND TURNED SLIGHTLY TO THE R. WE HAD BEEN LEVEL AT FL240. I WENT TO ABOUT FL232 BEFORE WE COULD TALK TO CTR. THEY TOLD US TO CONTINUE DSCNT TO FL220. THIS WAS NOT AN NMAC. I BELIEVE IT HAPPENED DUE TO HIGH RATE OF DSCNT OF THE TARGET ACFT AS HE WENT TO FL250.
