Narrative:

Descending into sdq, I was given 3000 ft, but elected to stay at 4000 ft because MSA is 4000 ft. Good move because VFR cessna with no transponder crossed under our nose about 500 ft below us. Sdq did not advise primary target. We queried ATC, but got no answer. Could have been very, very ugly.

Narrative: DSNDING INTO SDQ, I WAS GIVEN 3000 FT, BUT ELECTED TO STAY AT 4000 FT BECAUSE MSA IS 4000 FT. GOOD MOVE BECAUSE VFR CESSNA WITH NO XPONDER CROSSED UNDER OUR NOSE ABOUT 500 FT BELOW US. SDQ DID NOT ADVISE PRIMARY TARGET. WE QUERIED ATC, BUT GOT NO ANSWER. COULD HAVE BEEN VERY, VERY UGLY.
