Narrative:
Atl approach is having pros with their ARTS. Aircraft X was descending to 6000 ft about to enter atl airspace. I was busy in other parts of the sector when the aircraft was approaching the boundary. I called with a handoff and atl said they did not see the aircraft. It was then that I noticed the aircraft was flashing at ATC which is csg sector 50 mi south. Because of other traffic, the aircraft had to be stopped at 7000 ft. This automation problem has the potential to cause an accident.
