Narrative:
Cleared for takeoff runway 27L phl. Dash 8 departed ahead of us. Takeoff and initial climb normal, switched over to phl departure, check in. Controller makes callout of 'there looks like there is a dash 8 off your left side.' visually observe dash 8 very close, received TCASII RA, followed RA and turned right. Dash 8 estimated within 1000 ft horizontal at same altitude. RA commanded 3000 FPM climb. Controller comes back and says dash has us in sight. Do not understand this as we approached dash from his 6 O'clock position. I guess he did see us as we went by his right wing. Got the impression the dash was not on departure frequency. As we never heard any controller/dash 8 xmissions. I think dash 8 did not switch to departure frequency after takeoff and may have been on tower frequency.

Narrative: CLRED FOR TKOF RWY 27L PHL. DASH 8 DEPARTED AHEAD OF US. TKOF AND INITIAL CLB NORMAL, SWITCHED OVER TO PHL DEP, CHK IN. CTLR MAKES CALLOUT OF 'THERE LOOKS LIKE THERE IS A DASH 8 OFF YOUR L SIDE.' VISUALLY OBSERVE DASH 8 VERY CLOSE, RECEIVED TCASII RA, FOLLOWED RA AND TURNED R. DASH 8 ESTIMATED WITHIN 1000 FT HORIZ AT SAME ALT. RA COMMANDED 3000 FPM CLB. CTLR COMES BACK AND SAYS DASH HAS US IN SIGHT. DO NOT UNDERSTAND THIS AS WE APCHED DASH FROM HIS 6 O'CLOCK POS. I GUESS HE DID SEE US AS WE WENT BY HIS R WING. GOT THE IMPRESSION THE DASH WAS NOT ON DEP FREQ. AS WE NEVER HEARD ANY CTLR/DASH 8 XMISSIONS. I THINK DASH 8 DID NOT SWITCH TO DEP FREQ AFTER TKOF AND MAY HAVE BEEN ON TWR FREQ.
