Narrative:
Cleared for immediate takeoff at dca with aircraft on short final. Aircraft landing was slow to clear runway 19 and we were cleared to take off with the aircraft still very much on the runway. We did not advance the power and begin our takeoff roll until the aircraft landing was clearing and the aircraft on short final went around. We should not be asked for expediency at the risk of safety. There were no conflicts and it would have worked ok if the aircraft landing had been able to clear quickly. I will not be forced to advance takeoff power with an aircraft still on runway.

Title: AN FK100 PIC DELAYS HIS TKOF AS RWY WAS NOT YET CLRED OF TFC WITH OTHER ARR TFC HAVING TO GO AROUND BECAUSE OF THE FK100 ON LNDG RWY 19 AT DCA, DC.
Narrative: CLRED FOR IMMEDIATE TKOF AT DCA WITH ACFT ON SHORT FINAL. ACFT LNDG WAS SLOW TO CLR RWY 19 AND WE WERE CLRED TO TAKE OFF WITH THE ACFT STILL VERY MUCH ON THE RWY. WE DID NOT ADVANCE THE PWR AND BEGIN OUR TKOF ROLL UNTIL THE ACFT LNDG WAS CLRING AND THE ACFT ON SHORT FINAL WENT AROUND. WE SHOULD NOT BE ASKED FOR EXPEDIENCY AT THE RISK OF SAFETY. THERE WERE NO CONFLICTS AND IT WOULD HAVE WORKED OK IF THE ACFT LNDG HAD BEEN ABLE TO CLR QUICKLY. I WILL NOT BE FORCED TO ADVANCE TKOF PWR WITH AN ACFT STILL ON RWY.
