Narrative:
While on ILS approach to runway 1 at dulles, ATC instructed us to turn to heading 040 degrees and intercept the localizer at 4000 ft MSL. Due to the close proximity to the airport and being slightly higher than normal for the approach, the first officer (PF), selected approach, instead of LNAV, anticipating being cleared for the approach. Approach captured the GS at about the same time we starting receiving a TCASII #1 fail message and bong and a transponder fail light continuously. This distracted us from the fact that we started descending on the GS before being cleared for the approach. We caught the descent about 300-400 ft below 4000 ft MSL and got as low as 3500 ft MSL. Approach handed us off to tower at this point as we climbed back to 4000 ft MSL. This put us in a position too close, high and fast to make the runway and we requested a go around. On the 2ND approach, we were given a descent to 2300 ft MSL while intercepting instead of 4000 ft MSL and landed uneventfully.

Title: A GAR IS INITIATED BY THE PF, THE FO, WHEN THE G4 IS TOO HIGH FOR A STABILIZED APCH TO RWY 1 AT IAD, VA.
Narrative: WHILE ON ILS APCH TO RWY 1 AT DULLES, ATC INSTRUCTED US TO TURN TO HEADING 040 DEGS AND INTERCEPT THE LOC AT 4000 FT MSL. DUE TO THE CLOSE PROX TO THE ARPT AND BEING SLIGHTLY HIGHER THAN NORMAL FOR THE APCH, THE FO (PF), SELECTED APCH, INSTEAD OF LNAV, ANTICIPATING BEING CLRED FOR THE APCH. APCH CAPTURED THE GS AT ABOUT THE SAME TIME WE STARTING RECEIVING A TCASII #1 FAIL MESSAGE AND BONG AND A XPONDER FAIL LIGHT CONTINUOUSLY. THIS DISTRACTED US FROM THE FACT THAT WE STARTED DSNDING ON THE GS BEFORE BEING CLRED FOR THE APCH. WE CAUGHT THE DSCNT ABOUT 300-400 FT BELOW 4000 FT MSL AND GOT AS LOW AS 3500 FT MSL. APCH HANDED US OFF TO TWR AT THIS POINT AS WE CLBED BACK TO 4000 FT MSL. THIS PUT US IN A POS TOO CLOSE, HIGH AND FAST TO MAKE THE RWY AND WE REQUESTED A GAR. ON THE 2ND APCH, WE WERE GIVEN A DSCNT TO 2300 FT MSL WHILE INTERCEPTING INSTEAD OF 4000 FT MSL AND LANDED UNEVENTFULLY.
