Narrative:
Into position runway 30L. Traffic behind us on final about 2 mi out. Traffic departing runways 30L and 30R, split frequencys. Could not see other traffic because of buildings. Advised traffic on runway 30R would be wbound and cleared for takeoff. On rotation, saw traffic off of runway 30R turning into our flight path. Pitched down, got gear up and flew at about 200 ft as other aircraft passed over. We passed below and behind him. We never expected msp to do this. But the really dumb thing was that we were sbound, he was southwest. We crossed paths (although not this close) a second time after we got on departure. Cause: msp airport lacks the concrete to move traffic like a more modern facility. Msp tries to compensate with a lot of creative ideas that's just plain dangerous.

Title: DEPARTING RWY 30L AT MSP, DC9 FLC INITIATES EVASIVE DSCNT MANEUVER FROM A DC9 DEPARTING RWY 30R WHICH CROSSES OVER, ABOVE AND IN FRONT OF THE RWY 30L ACFT.
Narrative: INTO POS RWY 30L. TFC BEHIND US ON FINAL ABOUT 2 MI OUT. TFC DEPARTING RWYS 30L AND 30R, SPLIT FREQS. COULD NOT SEE OTHER TFC BECAUSE OF BUILDINGS. ADVISED TFC ON RWY 30R WOULD BE WBOUND AND CLRED FOR TKOF. ON ROTATION, SAW TFC OFF OF RWY 30R TURNING INTO OUR FLT PATH. PITCHED DOWN, GOT GEAR UP AND FLEW AT ABOUT 200 FT AS OTHER ACFT PASSED OVER. WE PASSED BELOW AND BEHIND HIM. WE NEVER EXPECTED MSP TO DO THIS. BUT THE REALLY DUMB THING WAS THAT WE WERE SBOUND, HE WAS SW. WE CROSSED PATHS (ALTHOUGH NOT THIS CLOSE) A SECOND TIME AFTER WE GOT ON DEP. CAUSE: MSP ARPT LACKS THE CONCRETE TO MOVE TFC LIKE A MORE MODERN FACILITY.
