Narrative:
Approach control was extremely busy and prior to my arrival a B727 went missed approach because of a reported 40 KT tailwind down to 300 ft AGL. With wind switching to 12 KT crosswind below, controller got even busier giving wind reports and forgot to hand me off to tower. I got busy trying to control aircraft in this obvious windshear situation and didn't realize I hadn't contacted tower until I had landed and noticed I was still on approach frequency. I contacted ground after landing, but nothing was said about my not contacting tower. Otherwise, flight was uneventful.

Title: SMT PLT LANDED AT LIT WITHOUT CONTACTING TWR.
Narrative: APCH CTL WAS EXTREMELY BUSY AND PRIOR TO MY ARR A B727 WENT MISSED APCH BECAUSE OF A RPTED 40 KT TAILWIND DOWN TO 300 FT AGL.
