Narrative:
We were holding short of runway 19L at taxiway left at sna. Ground then cleared us to cross runway 19L and hold short of runway 19R. The captain and I both visually cleared final and the runway and began to cross. As we crossed the centerline I returned my eyes inside the cockpit to finish programming the FMS. Approximately 5 seconds later I looked up again and saw the captain had stopped short of the hold short line for runway 19L, he had never taxied off runway 19L. I told the captain to continue the taxi, but before we started to roll we heard tower tell an aircraft to go around for runway 19L. We were then told by tower to taxi to the next hold short bars. I believe the captain's lack of knowledge of airport marking was the major contributing factor. Also, I should not have stopped looking outside until we were clear of the runway. Designing the aircraft so that the FMS could be programmed before engine start would of reduced the workload during taxi.

Title: CPR JET CAPT FAILS TO CLR PARALLEL RWY AND STOPPED ON THE RWY INSTEAD OF HOLDING SHORT OF THE NEXT PARALLEL RWY CAUSING ANOTHER ACFT TO BE SENT AROUND BY TWR.
Narrative: WE WERE HOLDING SHORT OF RWY 19L AT TXWY L AT SNA. GND THEN CLRED US TO CROSS RWY 19L AND HOLD SHORT OF RWY 19R. THE CAPT AND I BOTH VISUALLY CLRED FINAL AND THE RWY AND BEGAN TO CROSS. AS WE CROSSED THE CTRLINE I RETURNED MY EYES INSIDE THE COCKPIT TO FINISH PROGRAMMING THE FMS. APPROX 5 SECONDS LATER I LOOKED UP AGAIN AND SAW THE CAPT HAD STOPPED SHORT OF THE HOLD SHORT LINE FOR RWY 19L, HE HAD NEVER TAXIED OFF RWY 19L. I TOLD THE CAPT TO CONTINUE THE TAXI, BUT BEFORE WE STARTED TO ROLL WE HEARD TWR TELL AN ACFT TO GAR FOR RWY 19L. WE WERE THEN TOLD BY TWR TO TAXI TO THE NEXT HOLD SHORT BARS. I BELIEVE THE CAPT'S LACK OF KNOWLEDGE OF ARPT MARKING WAS THE MAJOR CONTRIBUTING FACTOR. ALSO, I SHOULD NOT HAVE STOPPED LOOKING OUTSIDE UNTIL WE WERE CLR OF THE RWY. DESIGNING THE ACFT SO THAT THE FMS COULD BE PROGRAMMED BEFORE ENGINE START WOULD OF REDUCED THE WORKLOAD DURING TAXI.
