Air carrier X jet inbound was descending 500 ft above a VFR aircraft that was issued to air carrier X. Had an IFR above air carrier X. Air carrier X started a climb and I responded to his climb prior to loss of separation with IFR aircraft.

Title: DURING DSCNT AN ACR WAS STOPPED 500 FT ABOVE VFR TFC. THE ACR RECEIVED A TCASII WARNING AND CLBED TO WITHIN 1400 FT OF ANOTHER ACFT.
Narrative: ACR X JET INBOUND WAS DSNDING 500 FT ABOVE A VFR ACFT THAT WAS ISSUED TO ACR X. HAD AN IFR ABOVE ACR X. ACR X STARTED A CLB AND I RESPONDED TO HIS CLB PRIOR TO LOSS OF SEPARATION WITH IFR ACFT.
