Narrative:
We have this occur on a regular basis. 2 VOR's close proximity. Aircraft off fll get the thunder transition, which is off dolphin VOR. But pilots instead join the virginia key VOR, same radial. This occurs too often and management has done nothing. This will one day cause an unsafe situation, when they join the wrong VOR while they are climbing under mia departures. Callback conversation with reporter revealed the following information: fll specialist advised that they are not aware of this event as a problem. Specialist advised that mia tower/TRACON has frequent meetings with fll and this subject has never come up.

Title: MIA LCL CTLR CONCERNED WITH POSSIBLE MISINTERP PLTS APPEAR TO HAVE WHEN FLYING THE FLL 9 DEP PROC.
Narrative: WE HAVE THIS OCCUR ON A REGULAR BASIS. 2 VOR'S CLOSE PROX. ACFT OFF FLL GET THE THUNDER TRANSITION, WHICH IS OFF DOLPHIN VOR. BUT PLTS INSTEAD JOIN THE VIRGINIA KEY VOR, SAME RADIAL. THIS OCCURS TOO OFTEN AND MGMNT HAS DONE NOTHING. THIS WILL ONE DAY CAUSE AN UNSAFE SIT, WHEN THEY JOIN THE WRONG VOR WHILE THEY ARE CLBING UNDER MIA DEPS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: FLL SPECIALIST ADVISED THAT THEY ARE NOT AWARE OF THIS EVENT AS A PROB. SPECIALIST ADVISED THAT MIA TWR/TRACON HAS FREQUENT MEETINGS WITH FLL AND THIS SUBJECT HAS NEVER COME UP.
