Aircraft X was overtaking aircraft Y. Both aircraft were descending -- aircraft X to cle, and aircraft Y to cge. Controller failed to recognize the overtake situation in sufficient time to apply the necessary control instructions to separate the aircraft.

Title: ACR JET DSNDING INTO CLE OVERTAKES A PAYN INBOUND TO CGF RESULTING IN A LOSS OF SEPARATION.
Narrative: ACFT X WAS OVERTAKING ACFT Y. BOTH ACFT WERE DSNDING -- ACFT X TO CLE, AND ACFT Y TO CGE. CTLR FAILED TO RECOGNIZE THE OVERTAKE SIT IN SUFFICIENT TIME TO APPLY THE NECESSARY CTL INSTRUCTIONS TO SEPARATE THE ACFT.
