Narrative:

Jqf tower issued aircraft clearance. They called me for a release. I released aircraft (LOA is heading 150 degrees and climb to 3000 ft). Aircraft called me climbing to 3000 ft. I said radar contact. A couple mins later, I noticed him climbing through 4200 ft. I questioned him about his altitude. His response was, 'jqf tower told me to climb to 3000 ft and expect 9000 ft in 10 mins. It has been 10 mins, so I started climb.' I explained to pilot that the expected altitude was in case we lost radio communication, and his assigned altitude was 3000 ft.

Title: PA31 PLT RECEIVES IFR CLRNC TO MAINTAIN 3000 FT AND TO EXPECT 9000 FT IN 10 MINS. PLT CLBED TO 9000 FT AFTER 10 MINS.

Narrative: JQF TWR ISSUED ACFT CLRNC. THEY CALLED ME FOR A RELEASE. I RELEASED ACFT (LOA IS HDG 150 DEGS AND CLB TO 3000 FT). ACFT CALLED ME CLBING TO 3000 FT. I SAID RADAR CONTACT. A COUPLE MINS LATER, I NOTICED HIM CLBING THROUGH 4200 FT. I QUESTIONED HIM ABOUT HIS ALT. HIS RESPONSE WAS, 'JQF TWR TOLD ME TO CLB TO 3000 FT AND EXPECT 9000 FT IN 10 MINS. IT HAS BEEN 10 MINS, SO I STARTED CLB.' I EXPLAINED TO PLT THAT THE EXPECTED ALT WAS IN CASE WE LOST RADIO COM, AND HIS ASSIGNED ALT WAS 3000 FT.
