Narrative:
At departure time, the gate mechanic found the upper cowl latches open on #1 and #2 engine. The previous night/morning before flight, myself and another mechanic had opened the left fan cowls on both engines to accomplish an engineering callout for troubleshooting. We both helped close the engines and believed we had latched all latches. This event took place on the gate and the aircraft was never moved before it departed. The gate mechanic secured both latches and the airplane departed on time.

Title: ON A B737-500 PRIOR TO DEP AN FAA SAFETY INSPECTOR NOTED BOTH ENGS L FAN COWLING UPPER LATCHES NOT SECURED. LATCHES SECURED PRIOR TO DEP.
Narrative: AT DEP TIME, THE GATE MECH FOUND THE UPPER COWL LATCHES OPEN ON #1 AND #2 ENG. THE PREVIOUS NIGHT/MORNING BEFORE FLT, MYSELF AND ANOTHER MECH HAD OPENED THE L FAN COWLS ON BOTH ENGS TO ACCOMPLISH AN ENGINEERING CALLOUT FOR TROUBLESHOOTING. WE BOTH HELPED CLOSE THE ENGS AND BELIEVED WE HAD LATCHED ALL LATCHES. THIS EVENT TOOK PLACE ON THE GATE AND THE ACFT WAS NEVER MOVED BEFORE IT DEPARTED. THE GATE MECH SECURED BOTH LATCHES AND THE AIRPLANE DEPARTED ON TIME.
