Narrative:
I received a phone call from ZZZ1 for an MEL for bleed air off lights. I questioned the mechanics. If he had any EICAS message or did the pilot report any discrepancy in duct pressure. The mechanic advised that it was only 1 bulb that was out in the light assembly and there was no other discrepancy, the MEL was issued.

Title: A B757-200 WAS DISPATCHED IN NON COMPLIANCE WITH THE R BLEED OFF LIGHT DEFERRED WITH 1 BULB INOP WHEN ACTUALLY THE R BLEED SYS WAS IN FACT INOP.
Narrative: I RECEIVED A PHONE CALL FROM ZZZ1 FOR AN MEL FOR BLEED AIR OFF LIGHTS. I QUESTIONED THE MECHS. IF HE HAD ANY EICAS MESSAGE OR DID THE PLT RPT ANY DISCREPANCY IN DUCT PRESSURE. THE MECH ADVISED THAT IT WAS ONLY 1 BULB THAT WAS OUT IN THE LIGHT ASSEMBLY AND THERE WAS NO OTHER DISCREPANCY, THE MEL WAS ISSUED.
