Narrative:
On departure from ZZZ runway 10, we requested 120 degree heading to avoid thunderstorms off departure end and to north. A C172 had just done a touch-and-go and appeared to be departing in the same direction. On our first call to departure control, we were instructed to join ZZZ2 (as filed). We replied that we couldn't due to thunderstorms. Departure control never acknowledged our report. At the time of this clearance, we were passing the 075 degree radial off lan VOR. I instructed the first officer (PF) to begin a left turn to join and again tried to inform departure of the WX problem. Departure then issued traffic alerts and headings to separate us from the C172. We saw the C172 on TCASII but never received an advisory. We also had the C172 visually and reported same, but because departure was rapidly giving out headings, I don't think they heard our report. This could all have been avoided if tower had delayed our departure a little longer or if departure control would have acknowledged our first reply that V133 was not usable due to WX. As it was, we were in moderate turbulence skirting the WX until adequate separation was obtained and we were allowed to fly clear of the WX.
