Narrative:
Dtw operating simultaneous arrs runway 22L/right departures runway 21R, runway 21L closed. Cleared to expect runway 22L descended to 8000 ft on downwind, vector of 270 degrees and descent to 6000 ft to join runway 22L localizer. Descended to 6000 ft, was in turn to 270 degrees. ATC directed turn to 340 degrees as RA was received. RA directed immediate climb. Initiated right climbing turn. Aircraft which was being vectored from west initiated evasive action as well, stated he was climbing to 5000 ft. ATC directed a reintercept, decrease in assigned speed from 20 KTS to 180 KTS, descent to 3000 ft to intercept ILS to runway 22L. Confusion on radio, controller appeared overloaded, TCASII indicated at least 5 aircraft established ILS with minimum spacing. Unusual for dtw to use runway 22L/right and bring aircraft from east and west at same time. Rate of closure appeared excessive and we were held at 6000 ft until base leg within 10 NM of runway. GS intercept of 2266 ft required excessive rate of descent to join ILS.
Original NASA ASRS Text
Title: CL65 FLC RECEIVES RA DURING VECTORS FOR APCH.
Narrative: DTW OPERATING SIMULTANEOUS ARRS RWY 22L/R DEPS RWY 21R, RWY 21L CLOSED. CLRED TO EXPECT RWY 22L DSNDED TO 8000 FT ON DOWNWIND, VECTOR OF 270 DEGS AND DSCNT TO 6000 FT TO JOIN RWY 22L LOC. DSNDED TO 6000 FT, WAS IN TURN TO 270 DEGS. ATC DIRECTED TURN TO 340 DEGS AS RA WAS RECEIVED. RA DIRECTED IMMEDIATE CLB. INITIATED R CLBING TURN. ACFT WHICH WAS BEING VECTORED FROM W INITIATED EVASIVE ACTION AS WELL, STATED HE WAS CLBING TO 5000 FT. ATC DIRECTED A REINTERCEPT, DECREASE IN ASSIGNED SPD FROM 20 KTS TO 180 KTS, DSCNT TO 3000 FT TO INTERCEPT ILS TO RWY 22L. CONFUSION ON RADIO, CTLR APPEARED OVERLOADED, TCASII INDICATED AT LEAST 5 ACFT ESTABLISHED ILS WITH MINIMUM SPACING. UNUSUAL FOR DTW TO USE RWY 22L/R AND BRING ACFT FROM E AND W AT SAME TIME. RATE OF CLOSURE APPEARED EXCESSIVE AND WE WERE HELD AT 6000 FT UNTIL BASE LEG WITHIN 10 NM OF RWY. GS INTERCEPT OF 2266 FT REQUIRED EXCESSIVE RATE OF DSCNT TO JOIN ILS.
