Narrative:
On a vector for approach, VOR runway 22L at ewr, approach cleared us VOR approach, 3000 ft to join. We thought he said 2000 ft till established. Upon descent to 2600 ft, we were told to go back to 3000 ft. There was a miscom as to what altitude to maintain. The controller was very busy and so was our crew. We should have verified the altitude with the controller because there was a doubt in our minds. There was no conflict or word from the controller that there was a problem.

Title: A B737-500 CREW, ON APCH TO EWR, MISINTERPED ATC'S CLRNC, STARTING A DSCNT TO 2000 FT, OVERSHOOTING THEIR ASSIGNED 3000 FT.
Narrative: ON A VECTOR FOR APCH, VOR RWY 22L AT EWR, APCH CLRED US VOR APCH, 3000 FT TO JOIN. WE THOUGHT HE SAID 2000 FT TILL ESTABLISHED. UPON DSCNT TO 2600 FT, WE WERE TOLD TO GO BACK TO 3000 FT. THERE WAS A MISCOM AS TO WHAT ALT TO MAINTAIN. THE CTLR WAS VERY BUSY AND SO WAS OUR CREW. WE SHOULD HAVE VERIFIED THE ALT WITH THE CTLR BECAUSE THERE WAS A DOUBT IN OUR MINDS. THERE WAS NO CONFLICT OR WORD FROM THE CTLR THAT THERE WAS A PROB.
