Narrative:
We were taxiing to runway 17 at ogb for departure. Winds at ogb were ssw at 5 KTS. We were on the parallel taxiway for runway 5/23. At the time we heard an aircraft call final for runway 31, no airport stated. We indicated we would remain clear of all runways believing the sod runway 13/31 was not operational and also past the point of where it crosses the parallel taxiway. An aircraft stated they were on a go around because we were in their way. I believed that runway 13/31 sod runway was not operational and because winds did not favor runway 31, the aircraft was not at ogb. I only saw a red cessna as it landed 2 mins later on sod runway 31 while we were at runway 17. I believe he made a go around well clear of the airport and no safety issue existed.

Title: RWY INCURSION BY A CPR JET CREATES A POTENTIAL GND CONFLICT WITH A GAR PERFORMED BY THE CESSNA INVOLVED AT OGB, SC.
Narrative: WE WERE TAXIING TO RWY 17 AT OGB FOR DEP. WINDS AT OGB WERE SSW AT 5 KTS. WE WERE ON THE PARALLEL TXWY FOR RWY 5/23. AT THE TIME WE HEARD AN ACFT CALL FINAL FOR RWY 31, NO ARPT STATED. WE INDICATED WE WOULD REMAIN CLR OF ALL RWYS BELIEVING THE SOD RWY 13/31 WAS NOT OPERATIONAL AND ALSO PAST THE POINT OF WHERE IT CROSSES THE PARALLEL TXWY. AN ACFT STATED THEY WERE ON A GAR BECAUSE WE WERE IN THEIR WAY. I BELIEVED THAT RWY 13/31 SOD RWY WAS NOT OPERATIONAL AND BECAUSE WINDS DID NOT FAVOR RWY 31, THE ACFT WAS NOT AT OGB. I ONLY SAW A RED CESSNA AS IT LANDED 2 MINS LATER ON SOD RWY 31 WHILE WE WERE AT RWY 17. I BELIEVE HE MADE A GAR WELL CLR OF THE ARPT AND NO SAFETY ISSUE EXISTED.
