Narrative:

We were instructed to taxi to runway 19R at intersection V. Approaching intersection V, while on taxiway east, ground control switched us to tower frequency. As soon as we switched to tower frequency, tower asked us if we could take it on the roll. We said we could. Tower said 'turn to heading 210 degrees, cleared for takeoff runway 19R at intersection V.' we began the roll and took off. As we approached the intersection of runways 19R and 7R, we spotted a B757 in the air climbing out of runway 7R. We leveled off and passed right below the B757. Apparently, mke tower cleared both aircraft for takeoff about the same time on different runways and resulted in an near midair collision. Mke tower apologized for the situation over the frequency. In retrospect, the B757 was cleared for takeoff while we were on the ground frequency. That is why we were not aware of them. Also, from our runway, you cannot see the beginning of the other runway because the terminals are in the way. Callback conversation with reporter revealed the following information: B190 captain advised that at one point he was just 50 ft airborne, leveling off, and concerned that if he couldn't start wheel retraction soon, the crew would 'have other pressing activities to worry about.' the flight crew has not heard any response from company. Supplemental information from acn 558073: we were cleared for takeoff on runway 7R in mke. As we passed runway 19R intersection (we were approximately 500 ft AGL) we saw a commuter airplane heading towards us that was taking off on runway 19R. No evasive maneuvers were required by us. We estimated the other airplane to be 1500 ft off to our left. The tower controller verified that we were in fact cleared for takeoff and apologized for the error of clearing the commuter airplane for takeoff after us (on the intersecting runway). Callback conversation with reporter revealed the following information: the B757 captain advised that there was just enough time to see the B190 crossing below their aircraft. The captain advised that they 'could not react fast enough' to make an evasive maneuver. The flight crew has not heard any response from company.

AS WE APCHED THE INTXN OF RWYS 19R AND 7R, WE SPOTTED A B757 IN THE AIR CLBING OUT OF RWY 7R. WE LEVELED OFF AND PASSED RIGHT BELOW THE B757. APPARENTLY, MKE TWR CLRED BOTH ACFT FOR TKOF ABOUT THE SAME TIME ON DIFFERENT RWYS AND RESULTED IN AN NMAC. MKE TWR APOLOGIZED FOR THE SIT OVER THE FREQ. IN RETROSPECT, THE B757 WAS CLRED FOR TKOF WHILE WE WERE ON THE GND FREQ. THAT IS WHY WE WERE NOT AWARE OF THEM. ALSO, FROM OUR RWY, YOU CANNOT SEE THE BEGINNING OF THE OTHER RWY BECAUSE THE TERMINALS ARE IN THE WAY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: B190 CAPT ADVISED THAT AT ONE POINT HE WAS JUST 50 FT AIRBORNE, LEVELING OFF, AND CONCERNED THAT IF HE COULDN'T START WHEEL RETRACTION SOON, THE CREW WOULD 'HAVE OTHER PRESSING ACTIVITIES TO WORRY ABOUT.' THE FLC HAS NOT HEARD ANY RESPONSE FROM COMPANY. SUPPLEMENTAL INFO FROM ACN 558073: WE WERE CLRED FOR TKOF ON RWY 7R IN MKE. AS WE PASSED RWY 19R INTXN (WE WERE APPROX 500 FT AGL) WE SAW A COMMUTER AIRPLANE HEADING TOWARDS US THAT WAS TAKING OFF ON RWY 19R. NO EVASIVE MANEUVERS WERE REQUIRED BY US. THE TWR CTLR VERIFIED THAT WE WERE IN FACT CLRED FOR TKOF AND APOLOGIZED FOR THE ERROR OF CLRING THE COMMUTER AIRPLANE FOR TKOF AFTER US (ON THE INTERSECTING RWY). CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE B757 CAPT ADVISED THAT THERE WAS JUST ENOUGH TIME TO SEE THE B190 XING BELOW THEIR ACFT. THE CAPT ADVISED THAT THEY 'COULD NOT REACT FAST ENOUGH' TO MAKE AN EVASIVE MANEUVER. THE FLC HAS NOT HEARD ANY RESPONSE FROM COMPANY.
