Narrative:

Level 3000 ft, 200 KTS, when cleared for the visual approach runway 17L at dfw. Just started descent for the visual approach, approximately 2900 ft MSL. TCASII alert RA for 'climb' at same time target visually acquired head-on approximately 500 ft below. Started climb to avoid conflict then continued visual approach. Problem may have been prevented by regional approach not clearing us for the visual approach with civil traffic in that sector/approach corridor. This area is very busy and conflict aircraft should have been vectored further east.
