Narrative:
Aircraft Y northbound on J89. Climbed aircraft X to FL260. Vector lines showed ample separation. Climbed aircraft X to FL310. Wind slowed aircraft X's ground speed enough to lose separation. Conflict alert activated after separation was lost (FL272). Aircraft X climbed through FL270 after passing aircraft Y separation was lost on the back side. Sector was too busy with aircraft.
