Narrative:
#2 radio altimeter had chronic problems. After releasing the system per MEL, I placarded the #2 (B) autoplt and the #2 flight director as 'inoperative' per the special procedure. However, I did not pull and collar the circuit breaker for the #2 radio altimeter as per the special procedure.

Title: A B737-300 WAS DISPATCHED IN NON COMPLIANCE WITH #2 RADIO ALTIMETER DEFERRED PER THE MEL BUT CIRCUIT BREAKER NOT PULLED AND CAPPED.
Narrative: #2 RADIO ALTIMETER HAD CHRONIC PROBS. AFTER RELEASING THE SYS PER MEL, I PLACARDED THE #2 (B) AUTOPLT AND THE #2 FLT DIRECTOR AS 'INOP' PER THE SPECIAL PROC. HOWEVER, I DID NOT PULL AND COLLAR THE CIRCUIT BREAKER FOR THE #2 RADIO ALTIMETER AS PER THE SPECIAL PROC.
