Narrative:
After crew loaded aircraft, a passenger opened the cargo door and put an additional bag on board. The crew had already secured the doors up front and was in the process of securing the rear cargo area. The aircraft was taxied out to the runway and en route got a cargo door unlock light for 15 seconds then it went out. Takeoff was performed and at approximately 50 ft the left cargo door came unlatched and a bag fell out. The aircraft was flown to an immediate left downwind and landed on the takeoff runway without incident. The crew inspected the aircraft for damage and found none. An airport security vehicle recovered the bag on the runway. Another bag landed off airport. No civil damage. Cause of event was failure of the captain (me) to do a walkaround inspection of the aircraft to assure all baggage doors were secured. Other factor is allowing passenger to load baggage. This is now a no-no in our operations SOP -- only the crew is allowed to load baggage and open/secure baggage doors.

Title: C560 CREW RPTED THE BAGGAGE LOADING DOOR OPENED INFLT AFTER A PAX OPENED AND CLOSED THE DOOR TO LOAD BAGGAGE.
Narrative: AFTER CREW LOADED ACFT, A PAX OPENED THE CARGO DOOR AND PUT AN ADDITIONAL BAG ON BOARD. THE CREW HAD ALREADY SECURED THE DOORS UP FRONT AND WAS IN THE PROCESS OF SECURING THE REAR CARGO AREA. THE ACFT WAS TAXIED OUT TO THE RWY AND ENRTE GOT A CARGO DOOR UNLOCK LIGHT FOR 15 SECONDS THEN IT WENT OUT. TKOF WAS PERFORMED AND AT APPROX 50 FT THE L CARGO DOOR CAME UNLATCHED AND A BAG FELL OUT. THE ACFT WAS FLOWN TO AN IMMEDIATE L DOWNWIND AND LANDED ON THE TKOF RWY WITHOUT INCIDENT. THE CREW INSPECTED THE ACFT FOR DAMAGE AND FOUND NONE. AN ARPT SECURITY VEHICLE RECOVERED THE BAG ON THE RWY. ANOTHER BAG LANDED OFF ARPT. NO CIVIL DAMAGE. CAUSE OF EVENT WAS FAILURE OF THE CAPT (ME) TO DO A WALKAROUND INSPECTION OF THE ACFT TO ASSURE ALL BAGGAGE DOORS WERE SECURED. OTHER FACTOR IS ALLOWING PAX TO LOAD BAGGAGE. THIS IS NOW A NO-NO IN OUR OPS SOP -- ONLY THE CREW IS ALLOWED TO LOAD BAGGAGE AND OPEN/SECURE BAGGAGE DOORS.
