Gear failed to extend during descent into sny, gear pump control circuit breaker tripped. Attempted reset 3 times but circuit breaker would not stay set. Gear would not extend. Other airplane nearby at sny observed gear up. Returned VFR to apa. Executed emergency gear extension checklist. Gear extended but no gear safe lights illuminated. Landed safely at apa. Gear breaker had been squawked on sep/tue/02 but shop could not duplicate. Previous CRM training played key role in positive outcome.
