Narrative:
During initial climb out, noticed the left side windshield heat strip glowing. Checklist led to shutting the heat off. Approximately 10 seconds later, the left side outer pane shattered. Xferred control to the first officer, declared an emergency and returned to dca.

Title: AN E135 CREW, DEPARTING DCA, EXPERIENCED A SHATTERED OUTER LAYER TO THE CAPT'S COCKPIT WINDOW, SPAWNING A RETURN TO DCA.
Narrative: DURING INITIAL CLBOUT, NOTICED THE L SIDE WINDSHIELD HEAT STRIP GLOWING. CHKLIST LED TO SHUTTING THE HEAT OFF. APPROX 10 SECONDS LATER, THE L SIDE OUTER PANE SHATTERED. XFERRED CTL TO THE FO, DECLARED AN EMER AND RETURNED TO DCA.
