Narrative:

On climb out from cvg, the APU was shut down and the bleeds were xferred. The left and right 10TH stage bleed valves failed to open. After troubleshooting, the left 10TH stage bleed valve opened and the right 10TH stage bleed valve remained closed. Maintenance was contacted and they decided to have the airplane return to cvg. As we were overweight for landing, ATC was notified that we would have to hold to burn off fuel. ATC vectored us to a vectored hold until we could burn off the required amount of fuel. The flight attendant and passenger were notified of the problem and reason for the hold. The flight landed uneventfully.

Title: CL65 CREW FOUND THEY WERE UNABLE TO OPEN THE ENG HIGH PRESSURE PNEUMATIC BLEEDS AFTER TKOF AT CVG.

Narrative: ON CLBOUT FROM CVG, THE APU WAS SHUT DOWN AND THE BLEEDS WERE XFERRED. THE L AND R 10TH STAGE BLEED VALVES FAILED TO OPEN. AFTER TROUBLESHOOTING, THE L 10TH STAGE BLEED VALVE OPENED AND THE R 10TH STAGE BLEED VALVE REMAINED CLOSED. MAINT WAS CONTACTED AND THEY DECIDED TO HAVE THE AIRPLANE RETURN TO CVG. AS WE WERE OVERWT FOR LNDG, ATC WAS NOTIFIED THAT WE WOULD HAVE TO HOLD TO BURN OFF FUEL. ATC VECTORED US TO A VECTORED HOLD UNTIL WE COULD BURN OFF THE REQUIRED AMOUNT OF FUEL. THE FLT ATTENDANT AND PAX WERE NOTIFIED OF THE PROB AND REASON FOR THE HOLD. THE FLT LANDED UNEVENTFULLY.
