Narrative:
Takeoff from runway 22L with a right turn to 110 degrees. That's a right turn of 250 degrees. The SID specifies that 'complete initially assigned turn within 4 DME of midway.' also, climb runway heading too 1300 ft before turning. Under normal circumstances it takes all of the 4 NM allowed to make the turn of 250 degrees from runway 22L. The wind made it impossible. At 3000 ft it was 195 degrees at 60 KTS. During the entire initial climb and turn, I was being pushed north (away from midway) at 60 KTS. Despite an attempted tight turn, the aircraft exceeded the 4 mi limit. Departure control told us that if we could not comply, we had to declare that before takeoff. I did not realize the extreme wind from the south would not allow me to complete the turn within 4 mi.

Title: A320 FLC EXCEEDS THE PUBLISHED REQUIRED 4 DME DISTANCE ON DEP FROM MDW.
Narrative: TKOF FROM RWY 22L WITH A R TURN TO 110 DEGS. THAT'S A R TURN OF 250 DEGS. THE SID SPECIFIES THAT 'COMPLETE INITIALLY ASSIGNED TURN WITHIN 4 DME OF MIDWAY.' ALSO, CLB RWY HDG TOO 1300 FT BEFORE TURNING. UNDER NORMAL CIRCUMSTANCES IT TAKES ALL OF THE 4 NM ALLOWED TO MAKE THE TURN OF 250 DEGS FROM RWY 22L. THE WIND MADE IT IMPOSSIBLE. AT 3000 FT IT WAS 195 DEGS AT 60 KTS. DURING THE ENTIRE INITIAL CLB AND TURN, I WAS BEING PUSHED N (AWAY FROM MIDWAY) AT 60 KTS. DESPITE AN ATTEMPTED TIGHT TURN, THE ACFT EXCEEDED THE 4 MI LIMIT. DEP CTL TOLD US THAT IF WE COULD NOT COMPLY, WE HAD TO DECLARE THAT BEFORE TKOF. I DID NOT REALIZE THE EXTREME WIND FROM THE S WOULD NOT ALLOW ME TO COMPLETE THE TURN WITHIN 4 MI.
