Narrative:
We were taxiing out to runway 19, dca airport, told to cross runway 15. There were 2 airplanes ahead of us for runway 19, 1 in the holding pad, 1 on taxiway feeding runway. I pulled in holding pad next to first airplane in pad. Tower told us we were next departure and to pull out to the runway between the other 2 airplanes. I 'thought' tower said to taxi 'onto' the runway, but he must have said 'up to' the runway, because as I crossed the hold short line, I saw an airplane on extended final. I stopped before entering runway, but over hold short line. Tower told us to make 180 degree turn and hold short of the runway, which we did. The traffic on final landed uneventfully. I really thought we were instructed to taxi onto the runway as the next departure. I think since it was 'tower' not 'ground control' clearing us, I probably heard what I wanted to hear.

Title: A DC9 CREW, TAXIING FOR TKOF AT DCA, MISINTERPED ATC'S INSTRUCTION TO 'TAXI UP TO' THE RWY TO MEAN 'TAXI ONTO' THE RWY.
Narrative: WE WERE TAXIING OUT TO RWY 19, DCA ARPT, TOLD TO CROSS RWY 15. THERE WERE 2 AIRPLANES AHEAD OF US FOR RWY 19, 1 IN THE HOLDING PAD, 1 ON TXWY FEEDING RWY. I PULLED IN HOLDING PAD NEXT TO FIRST AIRPLANE IN PAD. TWR TOLD US WE WERE NEXT DEP AND TO PULL OUT TO THE RWY BTWN THE OTHER 2 AIRPLANES. I 'THOUGHT' TWR SAID TO TAXI 'ONTO' THE RWY, BUT HE MUST HAVE SAID 'UP TO' THE RWY, BECAUSE AS I CROSSED THE HOLD SHORT LINE, I SAW AN AIRPLANE ON EXTENDED FINAL. I STOPPED BEFORE ENTERING RWY, BUT OVER HOLD SHORT LINE. TWR TOLD US TO MAKE 180 DEG TURN AND HOLD SHORT OF THE RWY, WHICH WE DID. THE TFC ON FINAL LANDED UNEVENTFULLY. I REALLY THOUGHT WE WERE INSTRUCTED TO TAXI ONTO THE RWY AS THE NEXT DEP. I THINK SINCE IT WAS 'TWR' NOT 'GND CTL' CLRING US, I PROBABLY HEARD WHAT I WANTED TO HEAR.
