Narrative:
Normal taxi out and takeoff, followed by shock absorber ECAM on gear retraction. Performed appropriate procedures in conjunction with cpr maintenance and dispatch. Returned for landing at ZZZ. On landing rollout, nosewheel cocked 90 degrees. Stopped on runway, shut down engines. Both nosewheel tires were blown and the rims scraped. Talked to maintenance and fire department and decided to keep passenger aboard until airstairs and buses arrived. Aircraft subsequently towed to maintenance. Callback conversation with reporter revealed the following information: the reporter stated the aircraft just came out of a scheduled maintenance check accomplished by a contract low bidder maintenance organization. The reporter said the maintenance findings after investigation revealed the nose strut ctring cam assembly was built up incorrectly.

Title: AN AIRBUS A320 RETURNED TO THE FIELD WITH ECAM WARNING 'LNDG GEAR SHOCK ABSORBER.' ON LNDG, NOSEWHEEL COCKED 90 DEGS INCURRING DAMAGE.
Narrative: NORMAL TAXI OUT AND TKOF, FOLLOWED BY SHOCK ABSORBER ECAM ON GEAR RETRACTION. PERFORMED APPROPRIATE PROCS IN CONJUNCTION WITH CPR MAINT AND DISPATCH. RETURNED FOR LNDG AT ZZZ. ON LNDG ROLLOUT, NOSEWHEEL COCKED 90 DEGS. STOPPED ON RWY, SHUT DOWN ENGS. BOTH NOSEWHEEL TIRES WERE BLOWN AND THE RIMS SCRAPED. TALKED TO MAINT AND FIRE DEPT AND DECIDED TO KEEP PAX ABOARD UNTIL AIRSTAIRS AND BUSES ARRIVED. ACFT SUBSEQUENTLY TOWED TO MAINT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE ACFT JUST CAME OUT OF A SCHEDULED MAINT CHK ACCOMPLISHED BY A CONTRACT LOW BIDDER MAINT ORGANIZATION. THE RPTR SAID THE MAINT FINDINGS AFTER INVESTIGATION REVEALED THE NOSE STRUT CTRING CAM ASSEMBLY WAS BUILT UP INCORRECTLY.
