Narrative:
Flight departed bed in snow and fog. Slush and snow on runway and txwys and ramp. Aircraft deiced prior to taxi. Takeoff uneventful. Out of clouds and ice above 17000 ft. ILS approach into ZZZ uneventful. Temperature -2 degrees C. Visually acquired runway 4-5 mi out. Visual approach stable and on speed. Upon touchdown, rapid deceleration was felt without using brakes or reversers. Tower controller noted flames from right wheel. Aircraft came to stop on runway approximately 600 meters after touchdown point. Aircraft evacuate/evacuationed. No fire, but both main tires blown and brakes locked. Water noted dripping from wheel and brake assembly on both sides. Suspect snow and slush froze in brakes causing them to lock. Maintenance replaced main wheels on runway and towed aircraft to hangar. No other apparent damage. Runway closed approximately 1 hour due to disabled aircraft.

Title: BE40 CREW HAD BOTH MAIN GEAR TIRES FAIL ON LNDG AFTER A TKOF ON A SNOW AND SLUSH COVERED RWY.
Narrative: FLT DEPARTED BED IN SNOW AND FOG. SLUSH AND SNOW ON RWY AND TXWYS AND RAMP. ACFT DEICED PRIOR TO TAXI. TKOF UNEVENTFUL. OUT OF CLOUDS AND ICE ABOVE 17000 FT. ILS APCH INTO ZZZ UNEVENTFUL. TEMP -2 DEGS C. VISUALLY ACQUIRED RWY 4-5 MI OUT. VISUAL APCH STABLE AND ON SPD. UPON TOUCHDOWN, RAPID DECELERATION WAS FELT WITHOUT USING BRAKES OR REVERSERS. TWR CTLR NOTED FLAMES FROM R WHEEL. ACFT CAME TO STOP ON RWY APPROX 600 METERS AFTER TOUCHDOWN POINT. ACFT EVACED. NO FIRE, BUT BOTH MAIN TIRES BLOWN AND BRAKES LOCKED. WATER NOTED DRIPPING FROM WHEEL AND BRAKE ASSEMBLY ON BOTH SIDES.
