Narrative:
Roosevelt roads NAS, puerto rico. Original clearance was to 5000 ft. Prior to reaching 5000 ft, we contacted roosevelt roads departure. Though I was slightly distraction setting climb power, it was my recollection the controller assigned us 9000 ft. First officer acknowledged 9000 ft with a readback and set altitude alerter accordingly. Upon level off at 9000 ft, ATC queried us as to our assigned altitude. First officer stated 9000 ft. The controller said we were assigned 5000 ft. This could have been caused by poor radio quality or a controller mistake in not remembering the 9000 ft assignment or not hearing the readback and catching a communication error. I will be doubly careful in the future to not be distraction by other duties and listen more carefully to ATC communication and possibly catching an assignment or readback error.

Narrative: ROOSEVELT ROADS NAS, PUERTO RICO. ORIGINAL CLRNC WAS TO 5000 FT. PRIOR TO REACHING 5000 FT, WE CONTACTED ROOSEVELT ROADS DEP. THOUGH I WAS SLIGHTLY DISTR SETTING CLB PWR, IT WAS MY RECOLLECTION THE CTLR ASSIGNED US 9000 FT. FO ACKNOWLEDGED 9000 FT WITH A READBACK AND SET ALT ALERTER ACCORDINGLY. UPON LEVEL OFF AT 9000 FT, ATC QUERIED US AS TO OUR ASSIGNED ALT. FO STATED 9000 FT. THE CTLR SAID WE WERE ASSIGNED 5000 FT. THIS COULD HAVE BEEN CAUSED BY POOR RADIO QUALITY OR A CTLR MISTAKE IN NOT REMEMBERING THE 9000 FT ASSIGNMENT OR NOT HEARING THE READBACK AND CATCHING A COM ERROR. I WILL BE DOUBLY CAREFUL IN THE FUTURE TO NOT BE DISTR BY OTHER DUTIES AND LISTEN MORE CAREFULLY TO ATC COM AND POSSIBLY CATCHING AN ASSIGNMENT OR READBACK ERROR.
