Narrative:
I am the hangar inspector and aircraft was a c-chk left over from the previous day. I don't recall the mechanic that installed (supposedly) the panel in question. When I went out on the wing, I missed the far panels, the aircraft got dispatched with panels missing or not installed properly. From what I understand, the aircraft went through ZZZ1 and was found there. Supplemental information from acn 571739: I was responsible for ensuring all c-chk specials, work cards, non routines, operations checks, and open and close sign offs, were completed. As doing my walk around to ensure the open and close. Were done. I came across several items that had to be completed, interrupting my walkaround 5-15 mins at a time. While doing this, I had in mind that a pilot was waiting to take the aircraft for an in-flight operations check. After completion of the walkaround, I completed all paperwork and released the aircraft.

Title: A B737-300 WAS DISPATCHED IN NON COMPLIANCE WITH SEVERAL UPPER R WING ACCESS PANELS MISSING.
Narrative: I AM THE HANGAR INSPECTOR AND ACFT WAS A C-CHK LEFT OVER FROM THE PREVIOUS DAY. I DON'T RECALL THE MECH THAT INSTALLED (SUPPOSEDLY) THE PANEL IN QUESTION. SUPPLEMENTAL INFO FROM ACN 571739: I WAS RESPONSIBLE FOR ENSURING ALL C-CHK SPECIALS, WORK CARDS, NON ROUTINES, OPS CHKS, AND OPEN AND CLOSE SIGN OFFS, WERE COMPLETED. AS DOING MY WALK AROUND TO ENSURE THE OPEN AND CLOSE. WERE DONE. I CAME ACROSS SEVERAL ITEMS THAT HAD TO BE COMPLETED, INTERRUPTING MY WALKAROUND 5-15 MINS AT A TIME. WHILE DOING THIS, I HAD IN MIND THAT A PLT WAS WAITING TO TAKE THE ACFT FOR AN INFLT OPS CHK. AFTER COMPLETION OF THE WALKAROUND, I COMPLETED ALL PAPERWORK AND RELEASED THE ACFT.
