Narrative:
After landing at mdw on runway 4R the tower controller cleared us to turn left on taxiway P, left on runway 4L, back taxi and turn right on taxiway F. Then call ground control when on taxiway F. As we approached runway 31C the PF recognized an air carrier on takeoff. He held well short of the runway. After the air carrier took off, I believe the tower controller said, 'thanks for holding, cleared to cross runway 31C, turn right on taxiway F.' at no time was there any chance of an incursion. We were under control of the tower operator until we were on taxiway F. The controller never told us to hold short of runway 31C.

Title: A CE560 FLT CREW IS GIVEN TAXI INSTRUCTIONS BY TWR TO TAXI TO THE GATE. WHILE TAXIING, THE FLT CREW NOTICES AN ACFT ON TKOF ROLL ON A RWY THEY WERE CLRED TO CROSS.
Narrative: AFTER LNDG AT MDW ON RWY 4R THE TWR CTLR CLRED US TO TURN L ON TXWY P, L ON RWY 4L, BACK TAXI AND TURN R ON TXWY F. THEN CALL GND CTL WHEN ON TXWY F. AS WE APCHED RWY 31C THE PF RECOGNIZED AN ACR ON TKOF. HE HELD WELL SHORT OF THE RWY. AFTER THE ACR TOOK OFF, I BELIEVE THE TWR CTLR SAID, 'THANKS FOR HOLDING, CLRED TO CROSS RWY 31C, TURN R ON TXWY F.' AT NO TIME WAS THERE ANY CHANCE OF AN INCURSION. WE WERE UNDER CTL OF THE TWR OPERATOR UNTIL WE WERE ON TXWY F. THE CTLR NEVER TOLD US TO HOLD SHORT OF RWY 31C.
