Narrative:

Cleared to land to northwest, threshold displaced 3000 ft, bad WX and rain. Improper runway markings. Couldn't see threshold. Ten other aircraft landed short. Callback conversation with reporter revealed the following information: reporter indicated that while holding short for takeoff he observed several aircraft land short of the displaced threshold. Additionally, he added that while making his approach in rain and reduced visibility, the displaced threshold was not marked with lines or lighting and was extremely difficult to see. The tower did not consistently indicate to approaching aircraft, that the threshold is displaced. The threshold was notamed displaced.

Title: B737 FLC LANDS SHORT ON DISPLACED RWY THRESHOLD AT MYNN.

Narrative: CLRED TO LAND TO NW, THRESHOLD DISPLACED 3000 FT, BAD WX AND RAIN. IMPROPER RWY MARKINGS. COULDN'T SEE THRESHOLD. TEN OTHER ACFT LANDED SHORT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR INDICATED THAT WHILE HOLDING SHORT FOR TKOF HE OBSERVED SEVERAL ACFT LAND SHORT OF THE DISPLACED THRESHOLD. ADDITIONALLY, HE ADDED THAT WHILE MAKING HIS APCH IN RAIN AND REDUCED VISIBILITY, THE DISPLACED THRESHOLD WAS NOT MARKED WITH LINES OR LIGHTING AND WAS EXTREMELY DIFFICULT TO SEE. THE TWR DID NOT CONSISTENTLY INDICATE TO APCHING ACFT, THAT THE THRESHOLD IS DISPLACED. THE THRESHOLD WAS NOTAMED DISPLACED.
