Narrative:
Please refer to approach chart for ILS 1 at apn page 11-1 dated fri/july/02. While shooting the ILS 1 at apn on air carrier X airlines flight abcd, we (the crew) had realized that felps (ap) compass locator was out of service. Since this fix is also identifiable by DME and the outer marker beacon, we did not foresee a problem and continued the approach. After landing in apn, the first officer and I received the approach again and realized the missed approach instructions call for a climb to 1100 ft then a climbing left turn to 2800 ft direct to ap LOM and hold. Since felps compass locater was out of service, going direct to felps would not have been possible. Although it would have been possible to navigate to felps by going direct to apn VOR, track outbnd on iapn localizer, then hold as published at the fix using DME to identify felps. We could have also asked apn tower for alternate missed approach instructions. We also confirmed that there was no note on the approach chart stating ADF required. The conflict seems to be that although ADF is not required for the actual approach, in order to fly 'direct' to ap LOM in the missed approach, it would be accomplished by using ADF. Therefore I don't think we should have flown the ILS with felps (ap) compass locater out of service. This also brings up a question. What criteria is required to have the note 'ADF required,' on an approach plate?

Title: SF-340 CREW FLEW AN APCH TO ILS RWY 1, AT APN WHEN THE LOM WAS OUT OF SVC. THEY OBSERVED THE ADF IS REQUIRED FOR THE MISSED APCH.
Narrative: PLEASE REFER TO APCH CHART FOR ILS 1 AT APN PAGE 11-1 DATED FRI/JULY/02. WHILE SHOOTING THE ILS 1 AT APN ON ACR X AIRLINES FLT ABCD, WE (THE CREW) HAD REALIZED THAT FELPS (AP) COMPASS LOCATOR WAS OUT OF SVC. SINCE THIS FIX IS ALSO IDENTIFIABLE BY DME AND THE OUTER MARKER BEACON, WE DID NOT FORESEE A PROB AND CONTINUED THE APCH. AFTER LNDG IN APN, THE FO AND I RECEIVED THE APCH AGAIN AND REALIZED THE MISSED APCH INSTRUCTIONS CALL FOR A CLB TO 1100 FT THEN A CLBING LEFT TURN TO 2800 FT DIRECT TO AP LOM AND HOLD. SINCE FELPS COMPASS LOCATER WAS OUT OF SVC, GOING DIRECT TO FELPS WOULD NOT HAVE BEEN POSSIBLE. ALTHOUGH IT WOULD HAVE BEEN POSSIBLE TO NAVIGATE TO FELPS BY GOING DIRECT TO APN VOR, TRACK OUTBND ON IAPN LOCALIZER, THEN HOLD AS PUBLISHED AT THE FIX USING DME TO IDENTIFY FELPS. WE COULD HAVE ALSO ASKED APN TWR FOR ALTERNATE MISSED APCH INSTRUCTIONS. WE ALSO CONFIRMED THAT THERE WAS NO NOTE ON THE APCH CHART STATING ADF REQUIRED. THE CONFLICT SEEMS TO BE THAT ALTHOUGH ADF IS NOT REQUIRED FOR THE ACTUAL APCH, IN ORDER TO FLY 'DIRECT' TO AP LOM IN THE MISSED APCH, IT WOULD BE ACCOMPLISHED BY USING ADF. THEREFORE I DON'T THINK WE SHOULD HAVE FLOWN THE ILS WITH FELPS (AP) COMPASS LOCATER OUT OF SVC. THIS ALSO BRINGS UP A QUESTION. WHAT CRITERIA IS REQUIRED TO HAVE THE NOTE 'ADF REQUIRED,' ON AN APCH PLATE?
