Narrative:
A classic 'multi-task' with 'hear what you want to hear' and 'see what you want to see.' while working ground control, I taxied CRJ2 to active runway with hold short instructions at utility runway en route to longer active. I checked BRITE for traffic, scanned final for runway 1, and observing no traffic, requested clearance to cross runway 1 at taxiway C with the rj. Another aircraft was speaking to me as local control answered my request with 'hold.' I instructed/cleared the rj to cross runway 1. At that time I saw the traffic on final to runway 1 and told the aircraft to disregard my instructions and hold. Separation was not lost, but had the timing been worse, and if the local controller had not also been aware of my mistake, it could have been worse. The data block (ARTS data) had dropped on the runway 1 arrival due to its close proximity to touchdown, and there is a post between windows in line with ground control position and runway 1, my quick scan of BRITE (no target observed) and look out window (never looked around post) primed me to hear a crossing clearance. While reviewing tape, second aircraft was transmitting but the local controller did clearly state 'hold.' I also believe the rj pilot/crew had slowed and/or stopped having seen the aircraft on final to runway 1 before I modified/amended his clearance to taxi. I always imagined I was 'too wise' to get caught doing something so fundamentally wrong.
Original NASA ASRS Text
Title: INTRAFAC COORD ERROR AT BTV, VT.
Narrative: A CLASSIC 'MULTI-TASK' WITH 'HEAR WHAT YOU WANT TO HEAR' AND 'SEE WHAT YOU WANT TO SEE.' WHILE WORKING GND CTL, I TAXIED CRJ2 TO ACTIVE RWY WITH HOLD SHORT INSTRUCTIONS AT UTILITY RWY ENRTE TO LONGER ACTIVE. I CHKED BRITE FOR TFC, SCANNED FINAL FOR RWY 1, AND OBSERVING NO TFC, REQUESTED CLRNC TO CROSS RWY 1 AT TXWY C WITH THE RJ. ANOTHER ACFT WAS SPEAKING TO ME AS LCL CTL ANSWERED MY REQUEST WITH 'HOLD.' I INSTRUCTED/CLRED THE RJ TO CROSS RWY 1. AT THAT TIME I SAW THE TFC ON FINAL TO RWY 1 AND TOLD THE ACFT TO DISREGARD MY INSTRUCTIONS AND HOLD. SEPARATION WAS NOT LOST, BUT HAD THE TIMING BEEN WORSE, AND IF THE LCL CTLR HAD NOT ALSO BEEN AWARE OF MY MISTAKE, IT COULD HAVE BEEN WORSE. THE DATA BLOCK (ARTS DATA) HAD DROPPED ON THE RWY 1 ARR DUE TO ITS CLOSE PROX TO TOUCHDOWN, AND THERE IS A POST BTWN WINDOWS IN LINE WITH GND CTL POS AND RWY 1, MY QUICK SCAN OF BRITE (NO TARGET OBSERVED) AND LOOK OUT WINDOW (NEVER LOOKED AROUND POST) PRIMED ME TO HEAR A XING CLRNC. WHILE REVIEWING TAPE, SECOND ACFT WAS XMITTING BUT THE LCL CTLR DID CLRLY STATE 'HOLD.' I ALSO BELIEVE THE RJ PLT/CREW HAD SLOWED AND/OR STOPPED HAVING SEEN THE ACFT ON FINAL TO RWY 1 BEFORE I MODIFIED/AMENDED HIS CLRNC TO TAXI. I ALWAYS IMAGINED I WAS 'TOO WISE' TO GET CAUGHT DOING SOMETHING SO FUNDAMENTALLY WRONG.
