Narrative:
Aircraft arrived at approximately XA00 pm. The first officer's navigation control panel frequency selector would not present all digits in the manual window. I replaced the panel and did an operation check. I then signed off the item in the logbook. When I returned to the maintenance ready room 5 mins later, I realized that a CAT 3, a recertification with log entry was required. I immediately called the gate jetway phone, but it was busy and I could not get through. I then called operations to call the aircraft. I wanted them to hold the aircraft at the gate. I then set out to catch the aircraft before it was gone. However, I arrived too late. The plane had already taken off. I went back to the maintenance room. I called our maintenance control office to report the error and make sure the plane would be recertified as soon as possible.
