Narrative:
I am a captain. I had approximately 120 hours in type. I was furloughed and not current for 3 months. I was given a 'speedy signoff' for recurrent training of 22 hours. Company did not supply me with a manual on the aircraft, so for this checkride, I knew no limitations or speed restrictions, etc and was not asked these on the oral. For the oral, he (instructor) just reviewed with me what to check on preflight. Was behind airplane on emergencys, etc, but passed checkride because they needed pilots. My first day back on the job I was put in a 'new' system (we were now with an entirely new airline), and routes I had never flown before, new system of operating that no one explained to me, and had a copilot with 1500 hours. It was the copilot's first day on the job as an airline pilot. Lack of experience in aircraft by both crewmembers caused a lot of problems the rest of the week. The worst of which was how lost we were on the ground in ewr. Also, we missed a few 'bends' in the airways on the way to mht. (Controllers were helpful, though). Am writing this because there should be limitations put on cockpit experience. For example, the captain may fly a flight such as mine but only with a copilot who has experience in aircraft and on route, then, state what he must have. Example: 100 hours in aircraft, 20 hours on route or equivalent.

Title: ACR COMMUTER CAPT COMPLAINS OF OVERLY RELAXED STANDARDS DURING RECERTIFICATION CHECKRIDE AFTER FURLOUGH AND PAIRING OF INEXPERIENCED CREW MEMBERS.
