Narrative:
Following VFR departure attempted to activate IFR flight plan from rmn to acy while overhead rmn. Quantico approach advised system down and they could not activate flight plan. Placed on discrete transponder code and given radar vector. Knowing proximity to dc ADIZ requested vector to remain outside or safe on course. Quantico then handed us off to dc approach who stated flight entered ADIZ and to make 360 degree turns until flight plan activated. Aircraft was radar identified. After 270 degree of first 360 degree turn on course vector given.

Title: PLT OF C340 INADVERTENTLY ENTERED DC ADIZ WHILE ON VECTORS AWAITING ATC CLRNC FROM PCT TRACON.
Narrative: FOLLOWING VFR DEP ATTEMPTED TO ACTIVATE IFR FLT PLAN FROM RMN TO ACY WHILE OVERHEAD RMN. QUANTICO APCH ADVISED SYSTEM DOWN AND THEY COULD NOT ACTIVATE FLT PLAN. PLACED ON DISCRETE XPONDER CODE AND GIVEN RADAR VECTOR. KNOWING PROXIMITY TO DC ADIZ REQUESTED VECTOR TO REMAIN OUTSIDE OR SAFE ON COURSE. QUANTICO THEN HANDED US OFF TO DC APCH WHO STATED FLT ENTERED ADIZ AND TO MAKE 360 DEG TURNS UNTIL FLT PLAN ACTIVATED. ACFT WAS RADAR IDENTIFIED. AFTER 270 DEG OF FIRST 360 DEG TURN ON COURSE VECTOR GIVEN.
