Narrative:
Even though WX was VFR, I had filed IFR for departure due to ADIZ flight restrs around washington class B. Called pct clearance during taxi out. Clearance issued my IFR clearance with a hold for release -- they had two IFR inbounds. Clearance offered that I depart VFR. I advised I'd rather wait. Clearance convinced me that the new NOTAM allowed me to depart VFR, so I did. I contacted departure during initial climb, and climbed towards my initial IFR assigned altitude. Thru 3000 ft, departure issued the IFR clearance. En route, it occurred to me that my initial climb had taken me into the class B airspace, and I never heard the words 'cleared into class B.' trying times, confusing regulations, and confusion over the clearance led to this mistake.
Original NASA ASRS Text
Title: A PA30 PLT IS CONVINCED BY ATC TO DEPART INTO THE DC ADIZ VFR INSTEAD OF WAITING FOR AN IFR RELEASE. NO CLASS B CLRNC WAS GIVEN FOR THE VFR PORTION OF THE FLT PRIOR TO RECEIVING THE IFR CLRNC.
