Narrative:
Departure 26N for ash, nh. Getting advisories from acy approach at 2500 ft. I called millville FSS to file DVFR fp to fly up hudson corridor. I filed a fp to dxr, ct and asked to open it at that time with the FSS briefer. I was told to contact wri approach to activate ADIZ fp. I went back on an acy frequency and was soon transferred to wri approach. I immediately told wri that we wanted to activate our ADIZ fp. We got the 'standby.' as we were getting closer I requested again. They seemed confused. The controller eventually took us off our discrete code and gave us a non discrete code of 4300 and informed us we were all set. (Note the procedure say you should have a discrete code in the ADIZ.) as we were monitoring our situation awareness and getting close to ny class B without a hand off I decided to descend below the outer ring of class B airspace. I informed wri I was descending and was expecting a hand off to ny very soon. We are now approaching the north nj shoreline well inside the ADIZ and we are told 'radar service terminated, squawk 1200 and frequency change approved unable to make a hand off ny, we are told. I questioned them about maintaining contact with ATC and asked for a frequency for ny. She gave us one to try and I made immediate contact with them. They identified us and the flight up the corridor was uneventful. Just before we were transferred to ewr tower as we progressed up the river, we were told to call ny approach by telephone when we got on the ground. When I got on the other side of ny class B I called bdr FSS to close the VFR fp I had filed short to dxr. The briefer said that he did not have an inbound but that with the ADIZ fp that was not unusual. We continued to ash, nh. I called the ny TRACON when I got on the ground. I was informed that I had penetrated the ny ADIZ on a 1200 code. I told him exactly what happened but my story of events did not matter. I was told the event would be handled by FSDO now. What do I think the problem was? ATC needs to be better trained in the procedures involving the tfrs for national security. I did everything as the procedure stated. I briefed myself that am on the procedures as well. I called FSS, filed a DVFR fp, called wri approach to activate it, and stayed in radio contact. Yet I am still being told I had a violation. I believe ATC, wri approach made an error when they terminated us without a frequency change. The only think I am not 100 percent sure of is if they told us to change to 1200 code. My copilot and passenger both said they did. And the copilot physically changed the code. Even so, we were on an ATC frequency within a few seconds of leaving wri's frequency and back on a discrete code within a very short time.

Title: AIRSPACE INCURSION CHARGED WHEN A C182 CFI PLT ENTERS THE NY ADIZ AT 1500 FT 25 NM S OF EWR, NJ.

I WENT BACK ON AN ACY FREQUENCY AND WAS SOON TRANSFERRED TO WRI APCH. I IMMEDIATELY TOLD WRI THAT WE WANTED TO ACTIVATE OUR ADIZ FP. WE GOT THE 'STANDBY.' AS WE WERE GETTING CLOSER I REQUESTED AGAIN. THEY SEEMED CONFUSED. THE CTLR EVENTUALLY TOOK US OFF OUR DISCRETE CODE AND GAVE US A NON DISCRETE CODE OF 4300 AND INFORMED US WE WERE ALL SET. (NOTE THE PROC SAY YOU SHOULD HAVE A DISCRETE CODE IN THE ADIZ.) I QUESTIONED THEM ABOUT MAINTAINING CONTACT WITH ATC AND ASKED FOR A FREQUENCY FOR NY. SHE GAVE US ONE TO TRY AND I MADE IMMEDIATE CONTACT WITH THEM. THEY IDENTIFIED US AND THE FLT UP THE CORRIDOR WAS UNEVENTFUL. JUST BEFORE WE WERE TRANSFERRED TO EWR TWR AS WE PROGRESSED UP THE RIVER, WE WERE TOLD TO CALL NY APCH BY TELEPHONE WHEN WE GOT ON THE GND. WHEN I GOT ON THE OTHER SIDE OF NY CLASS B I CALLED BDR FSS TO CLOSE THE VFR FP I HAD FILED SHORT TO DXR. THE BRIEFER SAID THAT HE DID NOT HAVE AN INBOUND BUT THAT WITH THE ADIZ FP THAT WAS NOT UNUSUAL. WE CONTINUED TO ASH, NH. I CALLED THE NY TRACON WHEN I GOT ON THE GND.
