Narrative:

While diverting into roa at 5000 ft MSL on vectors with roa approach, we received a GPWS warning of 'terrain, terrain' and 'pull up, pull up.' we immediately climbed to 5700 ft MSL (MSA on lda 6 approach). We notified the approach controller, who told us to descend to 5000 ft MSL when we were comfortable. Supplemental information from acn 580245: I was asked what altitude we desired, and I requested the MVA or higher. We were instructed to maintain 5000 ft. Shortly after our handoff to roa approach, we received a terrain warning from our aircraft's GPWS. I also called out the warning to the captain, and we took immediate evasive action. The captain climbed the aircraft to 5700 ft (MSA for roa), and I notified approach control of our deviation from assigned altitude. To our concern, the controller seemed unconcerned and requested that we return to 5000 ft when able. The GPWS warning extinguished so we returned to 5000 ft. We continued our approach into roa without incident.

Title: E120 CREW EXECUTED A GPWS EMER ESCAPE MANEUVER WITH CLB UNTIL THE GPWS TERRAIN WARNING STOPPED. ACFT WAS AT THE MINIMUM VECTORING ALT AT THE TIME OF OCCURRENCE, IN ROA CLASS D.

SUPPLEMENTAL INFO FROM ACN 580245: I WAS ASKED WHAT ALT WE DESIRED, AND I REQUESTED THE MVA OR HIGHER. WE WERE INSTRUCTED TO MAINTAIN 5000 FT. SHORTLY AFTER OUR HDOF TO ROA APCH, WE RECEIVED A TERRAIN WARNING FROM OUR ACFT'S GPWS. I ALSO CALLED OUT THE WARNING TO THE CAPT, AND WE TOOK IMMEDIATE EVASIVE ACTION. THE CAPT CLBED THE ACFT TO 5700 FT (MSA FOR ROA), AND I NOTIFIED APCH CTL OF OUR DEV FROM ASSIGNED ALT. TO OUR CONCERN, THE CTLR SEEMED UNCONCERNED AND REQUESTED THAT WE RETURN TO 5000 FT WHEN ABLE. THE GPWS WARNING EXTINGUISHED SO WE RETURNED TO 5000 FT. WE CONTINUED OUR APCH INTO ROA WITHOUT INCIDENT.
