Narrative:

With oak approach, 5000 ft given, 270 degree heading for left downwind leg, deviated for WX between 270-290 degree heading. Noticed oak hills below while navigating in and out of WX. While in WX, GPWS sounded' terrain, pull up, terrain, pull up.' first officer was keeping close eye on RA prior to encounter, due to our proximity. We initiated toga power (A320), pitched up, cleared conflict at 5500 ft. Airspeed increased to 275 KTS. No full recovery. Since we had arrs into runway 19 into sfo area above and fully aware of terrain, RA went from 2400 ft to 1800 at lowest when recovery began, and warnings concluded after approximately 5300 ft. After warnings, informed tower and proceeded to land runway 11.
