Narrative:
Working local control north with 3 aircraft inbound from the northwest, all VFR. Local control south coordination a northwest departure on a PA44, VFR. When I approved the northwest turn on the PA44, all of my aircraft inbound from the northwest were abeam the PA44 and at 2500 ft. The seminole was leaving 2600 ft before he turned. Shortly thereafter, I saw the PA44's target (on the d-brite) nebound, with a mode C of 2400. I asked the PA44 to say altitude leaving, and he said 2500 ft. I looked out the window to see if he was in conflict with any inbounds. I found him just as he dove to miss one of the inbound PA28's. After some discussion with both pilots, the PA44 said that he pulled an engine on his student as he turned nwbound causing the aircraft to turn northeast and descend. A great deal of flight training happens here at dvt. While I understand the need to practice a variety of skills, the instructor would have been better off practicing that particular skill outside of the class D airspace.

Title: PA44 DEPARTING DVT HAS NMAC WITH ARR PA28.
Narrative: WORKING LCL CTL N WITH 3 ACFT INBOUND FROM THE NW, ALL VFR. LCL CTL S COORD A NW DEP ON A PA44, VFR. WHEN I APPROVED THE NW TURN ON THE PA44, ALL OF MY ACFT INBOUND FROM THE NW WERE ABEAM THE PA44 AND AT 2500 FT. THE SEMINOLE WAS LEAVING 2600 FT BEFORE HE TURNED. SHORTLY THEREAFTER, I SAW THE PA44'S TARGET (ON THE D-BRITE) NEBOUND, WITH A MODE C OF 2400. I ASKED THE PA44 TO SAY ALT LEAVING, AND HE SAID 2500 FT. I LOOKED OUT THE WINDOW TO SEE IF HE WAS IN CONFLICT WITH ANY INBOUNDS. I FOUND HIM JUST AS HE DOVE TO MISS ONE OF THE INBOUND PA28'S. AFTER SOME DISCUSSION WITH BOTH PLTS, THE PA44 SAID THAT HE PULLED AN ENG ON HIS STUDENT AS HE TURNED NWBOUND CAUSING THE ACFT TO TURN NE AND DSND. A GREAT DEAL OF FLT TRAINING HAPPENS HERE AT DVT. WHILE I UNDERSTAND THE NEED TO PRACTICE A VARIETY OF SKILLS, THE INSTRUCTOR WOULD HAVE BEEN BETTER OFF PRACTICING THAT PARTICULAR SKILL OUTSIDE OF THE CLASS D AIRSPACE.
